Because, it brings to the existing employees a chance to career progress if they think that they are ready to take on a new role. May be they might do the best in the new role than the current role. Further, it helps the organization on spending more to recruit external arty to the company.
    In addition to that existing employees already know the policies, processes and practices of the organization and they do not need an additional type to adapt to the environment, to build new relationships with colleagues.
